Money for police officers and private security regulations on tap for City Council

An extremely light workload awaits the Turlock City Council on Tuesday evening, with just one item on the agenda requiring citizen input.
The City of Turlock will look to submit an application, accept an allocation of funds, and execute a grant agreement with the U.S. Department of Justice for $1.2 million of COPS Hiring Recovery Program funding, which would be used to reinstate four sworn police officer positions.
The Turlock Police Department was awarded the competitive stimulus grant funding through the federal American Recovery and Reinvestment Act of 2009.
The City of Turlock expects to use the funding in conjunction with Department of Justice Assistance Grants to fully fund the four officers for the next three years. General Fund dollars will be required in the fourth year, to the tune of $440,792.
The move would increase sworn officer staffing levels from 81 to 85 positions.
Three Final Readings of ordinance amendments are on the agenda, having already been agreed to by the City Council at their Aug. 25 meeting. The ordinance amendments will clean up language regarding Hotel/Motel Taxes, revise policies regarding employee bonds, and will mandate allowable uniforms and vehicles for private security professionals.
Two special briefings are also on the agenda, one from League of California Cities Central Division Representative Stephen Qualls and the other from Turlock Downtown Property Owners Association President Trina Walley.
Convening as the Turlock Redevelopment Agency, the Agencymembers will consider approving an additional $5,000 in funding from 2006 RDA bonds to complete Fire Station No. 1. Construction of the building has already cost $5.36 million.
In closed session, following the open meeting, a performance evaluation of City Attorney Phaedra Norton will be conducted. Also, City Manager Roy Wasden will conference with labor negotiators from the Turlock Management Association - Public Safety, which has been formally recognized as a labor group since the Aug. 25 City Council meeting.
The Turlock City Council will meet at 7 p.m. Tuesday in the Yosemite Room of Turlock City Hall, located at 156 S. Broadway.
