Hughson city business postponed due to lack of quorum

Despite a full agenda set for Monday night, only two members of the Hughson City Council met putting a halt to any decision-making on city business that night.

Mayor Ramon Bawanan and Council member Matt Beekman were present with council members Thom Crowder and Doug Humphreys absent. Council member Ben Manley resigned on Aug. 2 leaving the council with one vacant seat.

Humphreys was not at the council meeting on Monday due to a fall after his shoulder surgery, he said. Crowder could not be reached for comment.

To take any action, the Hughson City Council must have at least three council members present.

Monday’s agenda called for approval of warrants and a Job Sharing Agreement with the City of Modesto. Also on the agenda were reports about procedures to fill Manley’s vacancy, an update on the budget process and some disclosure on two closed session items, about the grand jury report and the night that Jerry Lederman resigned.

The two disclosures about closed session items were put on the agenda by Humphreys.

The council was also supposed to discuss the city manager interviews in closed session.

Bawanan requested the city clerk to look into the availability of each council member to potentially hold a special meeting next week to approve city business, especially to approve the warrants and bills.
