A 20-year-old man was shot to death in Waterford on Tuesday in what detectives believe is a gang-related homicide. The deceased was identified as Mario Ramos-Alvarez, 20 of Waterford. Stanislaus County's new $22.7 million Juvenile Commitment Center opened Friday with an emphasis on educating and rehabilitating the youths at the facility.
