Charles Albert Risley was sentenced to 15 years in prison and a lifetime of supervised release, the Department of Justice reported. Stanislaus County's new $22.7 million Juvenile Commitment Center opened Friday with an emphasis on educating and rehabilitating the youths at the facility. The 60-bed facility at 2215-A Blue Gum Ave. in Modesto is adjacent to Juvenile Hall. It will be used to house young offenders who have become committed wards of the court.
