Turlock man arrested after cybertip leads to child exploitation investigation

Turlock police arrested a 20‑year‑old man Tuesday after a cybertip from the National Center for Missing & Exploited Children led detectives to open an investigation into suspected child sexual abuse material, authorities said.

Detectives took Angel Lanfranco of Turlock into custody on Feb. 24 after receiving the report through NCMEC’s CyberTipline, which alerts law enforcement nationwide to potential online child exploitation cases. Lanfranco later went to the Turlock Police Department voluntarily to speak with investigators and was arrested following an interview, police said. He was booked into the Stanislaus County Public Safety Facility on suspicion of possessing obscene matter of a minor engaged in a sexual act, a violation of Penal Code 311.11(a).

The CyberTipline, created by Congress in 1998 and operated by NCMEC, receives millions of reports each year from electronic service providers that are legally required to flag suspected child sexual abuse material. Reports are reviewed by analysts and forwarded to local agencies with information such as IP addresses, account details and file metadata to help identify suspects and victims.

Turlock police said the arrest reflects the department’s ongoing effort to identify and apprehend individuals involved in the exploitation of children. The case comes as agencies across the region continue to conduct online predator operations, including multi‑agency stings in recent years that have resulted in numerous arrests in Stanislaus County.
