Council set to renew Parent University partnership, consider becoming a charter city

The Turlock City Council will consider on Tuesday extending a program with Fresno State to offer Parent University virtual classes at no cost to local residents.

The city would pick up the $7,000 tab for the program, and have an option to renew for another year at the same price.

During the 2024-25 term, 403 Turlock residents registered for Parent University courses. Of those, 153 — nearly 40 percent — achieved certificates for reaching the attendance goal.

In addition to online classes focused on parenting skills, Parent University also offers courses on digital literacy, financial literacy, health and wellness, professional development, small business development, social emotional learning, English conversion, Spanish conversion, and pathway to college.

Turlock residents can register for as many courses as they want. Courses will be offered August through June. Winter and summer classes may be offered if enough residents show interest.

Each course will meet twice a week for two hours per session.

Upon completion of courses, participants will receive certificates of completion from Fresno State.

Last term, small business development was the most popular class, with 85 enrollments, while financial literacy had 56 enrollments and digital literacy had 43.

Also on Tuesday, city attorney George Petrulakis is slated to give a briefing on the pros and cons of becoming a charter city, which allows voters to determine how their city government is organized and, with respect to municipal affairs, enact legislation different than that adopted by the state.

Modesto is one such city in the Central Valley.
