An investigation into a sexual assault allegations made by Hughson City Councilmember Susana Vasquez against Mayor George Carr found that no crime was committed.
The Stanislaus County Sheriff’s Department on Monday released a statement, shared on social media by Hughson Police Services, that said “the statutory elements necessary to constitute a criminal offense are not met in this case.”
The statement went on to say that “all allegations of sexual assault are taken seriously, and the office is committed to conducting fair, impartial and complete investigations.”
Emails seeking comment from Carr and Vasquez were not answered.
Vasquez, elected to the council in 2024, accused Carr of sexual assault and sexual harassment in a statement released just before the Hughson council’s Jan. 26 meeting. It was not clear where, when or how the assault allegations took place.
Carr told The Modesto Bee that Vasquez’s claims were “completely false.”
Vasquez said in her statement that “disclosing this has been one of the most difficult decisions I have had to make, and it is a situation which has been difficult to endure.”
Apparently, she isn’t backing down.
“The investigation has concluded… However an outside investigation is pending,” Vasquez posted on her public council member’s page, asserting that once that investigation is concluded she will share the findings with the public.”
She did not disclose what outside agency — public or private — is conducting the investigation.
Hughson City Manager Dominique Romo said she could not comment on any ongoing investigation.
“Because any matters relating to potential investigations to or legal advice are handled through the city council and may be subject to confidentiality requirements under California law, the city is unable to identify who may or may not be involved in any such review,” Romo said in an email to the Journal. “If or when the city council takes any reportable action in an open meeting, that information will be reflected in the public record, at that time.”
Vasquez posted a video on her Facebook account that shows Carr, Vasquez, and four others posing for a photo in downtown Hughson. In the caption, apparently written by Vasquez, she says, “In this video, you can clearly see George Carr not only snapping his fingers at me, but placing his hand on me the entire time we waited for the photos to be snapped. No one else is making ANY physical contact whatsoever. I had not even paid attention nor did I remember any of this.”
Carr was first elected to the Hughson City Council in 2010, and was appointed mayor in 2021 when Jeramy Young resigned the post to become chief of police in Livermore.
Carr ran unopposed for the office in 2022.
