Water wasting and excessive water use penalties

City of Turlock residents receiving a penalty fine for water wasting or for excessive use can elect to take an online water conservation course to waive the first penalty. The following online courses are offered to customers who have been issued penalties for either of these violations:

Excessive Water Use Violation

Customers who use more than 40,000 gallons of water in any given month will be issued an Excessive Water Use Penalty of $25. The Excessive Water Use online course may be taken to waive the first incidence of a penalty. 

Notice of Acts Constituting Water Wasting Violation

City of Turlock customers who have received a second violation with a $50 penalty for wasting water, have the option to complete an online water conservation course in order to waive the penalty fee incurred by the second violation. 

Please note that only one waiver within a 24-month duration is allowed per customer. Additionally, the course must be completed within 60 days of the violation being issued. 

Online Course

To register for either course, visit the City’s website at http://ci.turlock.ca.us/watersewergarbageservice/waterconservation/onlinewaterconse rvationcourse.asp and follow the instructions for registering an account. The information you will need to provide in order to create an account includes: name (needs to be the same name listed on the utility account that was issued the violation), address where the violation occurred, and your City of Turlock utility account number. Users will also create a password that will provide access to the online course at a later time, should they not be able to finish the course in one session. 

Excessive Water Use Penalty: Large Lot? Unusual Circumstance?

If you believe that compliance with the 40,000 gallon per month limit is impractical because you have an unusual circumstance, such as an extra-large lot, please contact the Municipal Services Department.  Exceptions to the 40,000 limit may be approved if customers have a history of compliance with the watering regulations, have a good track record of conserving water, and have not been issued a Notice of Acts Constituting Water Wasting within the past 12 months.
