Turlock’s own Kathy Halsey was named the 14th Senate District Woman of the Year. Halsey has spent more than 30 years working for AT&T and has dedicated countless hours to community service through several local non-profit organizations, including the Modesto Rotary, the Salvation Army of Modesto and the United Way of Stanislaus County.  She also currently serves as chairman of the board for the Modesto Chamber of Commerce.
