Recently Turlock City Council member Steve Nacimento introduced a proposal similar to the TINCUP (Time Is Now; Clean Up Politics) ordinance in Modesto which has been in place for over 25 years. Simply put, the measure would limit a Council member's ability to vote on matters that would benefit major donors to the Council members' respective campaigns. In principle, the proposal makes sense. In an era where the political process, at nearly all levels, seems increasingly open to the highest bidder, Mr. Nacimento's proposal is a clear step toward open, ethical government.
